Bachelors degree or equivalent is required plus a minimum of 8 years of relevant experience; or Masters degree plus a minimum of 6 years of relevant experience to meet managerial expectations. Department of Defense SECRET security clearance is required and must be active/transferrable attime of hire or obtainable within a reasonable time period after hire. Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information. Due to the nature of work performed within our facilities, U.S. citizenship is required.Responsibilities for this Position:General Dynamics Mission Systems has an immediate opening for a Program Manager. The Program Manager is responsible to the business organization for maximizing profit and cash flow of programs. The Program Manager is responsible to the program customer for providing program leadership, program/project performance (cost, schedule, scope, etc.), and overall customer satisfaction. REPRESENTATIVE DUTIES AND TASKS:Develops customer relationships and leads efforts to establish product, program, or proposal strategies that meet business goals and to develop new business within the market/programLeads the response to requests and/or proposes new features, functions, or capabilities to align with customer needs and grow the scope of programs/portfoliosIdentifies scope changes and develops product/program positions for equitable cost and schedule adjustmentsDevelops and executes proposal plans and strategies; uses proposal plans and strategies to lead team in developing, defining, and implementing cohesive, integrated program/product, subcontractor, and material plans, and business plans that achieve overall current and long term objectives of the program/product, business unit, and divisionIdentifies needed resources for projects, defines and assigns major program rolesLeads the establishment of and sets integrated WBS-based budget and schedule baselines including management reserve for programs/products that are complex in nature, high value, with a new customer, or in a new market areaManages people who lead department or cross-functional program teams in matrix organization that are focused on the delivery of a product or computer-based system from design to release for customersDelegates assignments to others for developing solutionsMonitors work accomplished to baseline plans to ensure rate of work completion is sufficient to meet program/product schedulesLeads team to identify and quantify risks and opportunities and risk mitigation/opportunity capture activities; balances program risks and opportunities with executable strategies to meet technical requirements and budgets, decoupling risk items from mainstream program to the greatest extent possibleConducts reviews to drill down into issues on products/programs, identify issues, develop corrective actions, and communicate issues, impacts and corrective actions to program teamsPrepares and presents program/product status to leadership and external customersInterfaces with customers on programmatic or technical matters regarding program/productsCreates an environment that fosters professional growth for team membersFollows processes and operational policies in selecting methods and techniques for obtaining solutions; recommends changes to policies and establishes procedures that affect immediate organization(s)KNOWLEDGE SKILLS AND ABILITIES:Skilled in the development and implementation of product/program strategy and tacticsAbility to develop and execute proposal plans and strategies, and to generate cohesive program plansMust be able to establish and assure adherence to budgets, schedules, work plans, and performance requirementsAbility to develop and implement a product-oriented WBS and WBS DictionaryAbility to track work accomplished to baseline plans and identify issues, track progress, and follow through on effective corrective actions based on data analysis and trendsSkilled in communicating issues, impacts, and corrective actions on programs to internal and external representativesAbility to understand and analyze program financial dataExcellent verbal and written communication skillsAbility to evaluate quality of work product to ensure satisfaction of customer requirementsExcellent understanding of advanced of risk and opportunity management techniques and ability to apply them to programsAbility to lead teams in matrix organizationAbility to lead others in team building, conflict resolution, motivation, leadership and advanced risk managementExcellent knowledge of government contracting practices and regulations regarding acquisitionOutstanding relationship management and marketing skillsNeeds ability to execute company policies that affect immediate operationsAbility to lead program in customer negotiations and negotiate win-win solutionsWillingness to interact frequently with internal personnel and outside representatives, including other General Dynamics business leaders from outside General Dynamics Mission Systems and U.S. Government customers/representativesProficiency with MS Office applications, such as Excel, PowerPoint, Project, and WordMay be required to travel
