IRG is seeking Project Manager (crossfunctional roles of Scrum Master and Product Owner) for its client at Boise, ID. This will be 1 year contrat at Boise, ID. ASSIGNMENT DESCRIPTION: Manages one or more project teams simultaneously and can appropriately utilize Scrum-Agile principles. The Contracter may be used in crossfunctional roles of Scrum Master and Product Owner based on various team needs. This will include the planning, development, procurement, implementation, and evaluation of large complex technology projects. Serve as Agile practitioner who represents and its end users to his/her team of highly skilled developers of the product vision, its ongoing support, and is able to convey clear communication strategies. Initiate, build, and maintain good relationships with IT and business management to help facilitate effective completion of project work. Contracter will coordinate Release activities ROLE SPECIFIC DUTIES: PRODUCT OWNER DUTIES: Engage the business in the gathering of requirements Maintain and groom a healthy product backlog Support Sprint Demos and PI Planning Communicate Risks Partner with other POs on Project SCRUM MASTER DUTIES Build high performing teams Facilitate Stand-Up meetings, Program Increment Planning and product demos Remove impediments to teams Raise risks to decision makers Support PO in building and maintaining a healthy product backlog The ideal candidate should be experienced in Agile system development, lifecycle, and business analysis methodology. The candidate should also have extensive knowledge and experience in analysis, project execution, prioritization, and business process management to drive successful project completion. He/she should be able to coordinates project activities of contractor/state FTEs and provide direction to large diverse project teams. Responsibilities also include overseeing the creation of all project artifacts in adherence to established DMV and PMO standards and procedures. He/She will ensure that all project engagement rules are adhered to and that quality project deliverables are supplied on time and within budget. The Candidate will facilitate the operational efficiency of the business processes within the Division- ensuring adoption of newly designed processes and the use of enhanced information technology tools. Identification of business process improvement through collaborative requirement gathering. Captures current state of the organization and aids in the design of the future state so that it aligns with business goals and objectives while looking for ways to streamline and reduce cost or time to deliver final products. Elicits requirements and aggregate input from stakeholders, county partners, and subsequently translates those requirements into epics, features, and user stories that can be utilized for product development and/or implementation. Responds to user feedback and production defects. He/She will assist operations with training materials, coordinating communications with internal stakeholders, and measuring product performance and usage. Required Skills: Two (2) plus years of Agile Project Management experience, Agile implementation, automation, workflow, and re-engineering experience. Knowledge of Team Foundation Server (TFS) Experience managing and deploying government projects, especially related to the state procurement process/procedure and have experience writing/analyzing requests for proposals and invitation to bids based on project and state requirements. Have some knowledge of the services offered through Division of Motor Vehicles (DMV), including Driver Services, Registrations, Titles, Commercial Vehicle, Dealer and POE Operations. Must be goal oriented and able to lead teams and partners to deliver all project goals and objectives on-time and on-budget. Exhibits excellent business organizational skills and is highly experienced at negotiatimg for project resources. Excellent communication skills with the ability to effectively respond to customers, sponsors, management, programmers, vendors, and partners. Strong conceptual and planning skills. Multi-project experience at planning, developing, implementing, and evaluating complex enterprise projects. Responsibilities: Responsible for all artifacts associated with planning, development, implementation, and evaluation of multiple ongoing projects using Agile principles. Works with other project managers to complete project objectives. Consults with management, and stakeholders to define project requirements including project scope, budget, resources, and system requirements. Ensures products and artifacts conform to IT enterprise standards and security requirements. Participates in assessment of vendor contracts and serves as liaison between client and third party vendors. Oversees the project related management of contractors/state staff and ensures compliance. Conducts study on identified needs or problems to obtain data required for solution. Responsible for analyzing data to determine the installation of alternate methods and procedures, changes in processing methods and practices, modification of machines or equipment, and the redesign of products or services.
